The purpose of this article is to analyze conceptual approaches to the formation of innovation policy in the context of the development of regional systems. The study applies the provisions of the economic theory of innovation and public administration, and reflects the place of regional innovation policy in national innovation policy based on functional connections. This paper formulates the main goals and objectives of innovation and investment policy for the implementation of socially significant promising areas of development of the region. The fundamentals and principles in the field of economics of innovation are presented both at the macro level (general characteristics of innovation, theories of the innovation process, concepts of innovative development) and at the micro level (key factors for implementing innovation, choosing an innovation and investment strategy).
