The article gives an evaluation of governmental control the use of water bodies (using the example of the use of a water body in a highly urbanized region - the Skalba River, located on the territory of the Moscow region). In the course of the research publicly available sources, statistical evidence and the data of sectoral departments were used. According to the results of the research the following conclusion was made: the achievement of the objectives of the breakthrough scenario of economical development, inter alia, including in terms of the effective use of water bodies, is impossible without the increase in funding as well as elaboration and implementation of new approaches to solving old problems of the sector.
