The authors have studied the main regulatory documents in the field of operation of highly automated vehicles (HATS) on public roads in the country. The article provides some federal level documents and briefly describes the main provisions in the field of operation of HATS on Russian roads. Based on the analysis, the article systematizes the stages of HATS entry into public roads. The authors present the main problems and challenges of HATS entry into public roads in Russia.
