The most significant climatic changes in the territory of the Russian Federation include change in average annual air temperature, increase in rainfall and increase in total annual river flow. The mentioned climatic changes provoke the occurrence of natural disasters, manifested in large-scale heat waves, extreme rainfall regime, wind chill, smoke from forest fires, storm surges, accelerated degradation of glaciers, increase of maximum river water consumption, Reduction of the duration of snow cover, decrease in bearing capacity of perennially frozen rocks. All this is a significant challenge in the implementation of economic activities. Taking into account the fact that climate factors are increasingly important in the foreseeable future, it is necessary to search for alternative tools of socially oriented development. In the context of identified climate change, such a tool is the «green economy». Taking into account the specifics of industrial and economic use of the territories of the central Black Earth region, in order to prevent the consequences of a negative nature related to climate change in these territories, the most significant factors, The need for transition of the Voronezh region to the «green economy» is determined by a combination of economic, environmental, social and technological groups.
