Local self-government is an integral part of Russian federalism. At the current stage of development of social and political relations, involving the population in management activities at the local level is of strategic importance, as it creates a “feedback” mechanism between citizens and authorities, balances and restrains the system of multi-level management itself. The solution to the problem of the system of organizing municipal management is revealed in the territorial organization of local self-government and municipal power.
