Abstract (English):
The article proposes a comprehensive solution to overcome limitations in satellite communications and improve weather forecasting accuracy in high latitudes, which is critical for ensuring the safety of cargo delivery via temporary roads (winter roads). The region's extreme climatic factors, including extremely low temperatures, strong winds, and polar night, necessitate the use of specialized, resilient technological solutions.
