In the article, the author analyzes the organizational management structure of a municipal treasury passenger automobile transport enterprise. Systemic dysfunctions of the traditional linear-functional model are identified: bureaucratic inertia, functional disunity, and the dominance of control functions over development. The author establishes a direct link between the outdated structure, chronic unprofitability, and financial dependence on the budget. Practical solutions are proposed: implementing project management, creating a strategic management loop, optimizing the hierarchy, and integrating probabilistic-adaptive modeling to support decision-making. The goal of the transformations is to enhance flexibility, efficiency, and the balanced fulfillment of the enterprise's social and economic functions.
