A COMPREHENSIVE ANALYSIS OF TRAFFIC MANAGEMENT PROBLEMS IN AN URBAN AGGLOMERATION (USING THE CITY OF VORONEZH AS A CASE STUDY)

Abstract:
This article presents a systemic analysis of the problems facing the transportation system of an urban agglomeration, using the city of Voronezh as an example. The relevance of this study stems from the contradiction between the growing level of motorization and the limited capacity of the historical road network. Based on official statistics, the results of prosecutorial inspections, and expert assessments, key problem clusters were identified: infrastructure, management, operational, and socio-behavioral. The theoretical basis of the study is provided by modern works in the field of intelligent transport systems, mathematical modeling of traffic flows and public transport management. Solutions proposed include the implementation of intelligent transport systems (ITS), digital modeling, updating the public transport fleet and improving institutional control. A conclusion was made about the need to move from point infrastructure solutions to integrated management of transport demand.
