Abstract and keywords

Abstract:
In the article, the authors analyze the state management system of Russia's transport complex, which is critically important for the country's economy and security. They examine the legal foundations of management, enshrined in the Constitution of the Russian Federation and sectoral legislation, as well as the structure of key executive bodies. Special attention is paid to identifying systemic problems: complexity of interagency coordination, duplication of functions, challenges in regulating natural monopolies, and slow adaptation to technological innovations. As a result of the research, key directions for modernizing the system are identified, aimed at increasing its flexibility, efficiency, and ability to respond to contemporary challenges.
