The article explores the dialectical relationship between the technological development of thermal power engineering and the state of technosphere safety. It substantiates the thesis about the transition from the linear model of «causing damage-compensation» to the model of preventive risk management. A systematic analysis of modern threats (environmental, technogenic, and anthropogenic) generated by thermal power engineering facilities is conducted. A calculation section is presented, including a quantitative assessment of the integrated risk of an accident at a thermal power plant's fuel oil facility and an economic assessment of the damage caused by pollutant emissions.
