The paper considers the task of distributing the academic load of the university department as a complex problem of managing a socio-technical system with a pronounced human factor. An original approach based on the methodology of system dynamics is proposed to build a simulation model laboratory that allows stress testing of distribution policies. The model includes the formalization of key intangible assets – motivation and fatigue of teachers, as well as stochastic risks. The practical result is a quantitative justification of the "flexible balance" scenario, which increases the long-term sustainability of the system by 18% compared to the directive approach. The model is positioned as the analytical core (Digital Twin) for the planning module in the corporate IP of the university.
