The article introduces and substantiates the concept of «cognitive legal perception» in relation to state environmental initiatives. The individual and social levels of this phenomenon are revealed. It is shown that the effectiveness of environmental policy depends not only on the content of legal norms but also on how these norms are interpreted, remembered and evaluated by citizens. Key cognitive barriers (framing, causal attribution, cognitive dissonance) are identified, and directions for improving legal communication are proposed.
