Currently, digital infrastructure serves as a key element of the modern socio-economic environment, forming the basis for the technological foundation of accelerated socio-economic growth, enhancing social integration, and significantly improving the quality of life for citizens. An objective diagnosis of the current state of information infrastructure is an essential prerequisite for identifying strengths and weaknesses in regional development, forecasting promising directions for improvement, and optimizing managerial decisions regarding efficient allocation of limited resources. The solution to this task is achieved through extensive implementation of systemic analysis methodology, which enables comprehensive assessment of the existing situation in the field of digital communications and formulation of scientifically grounded recommendations aimed at increasing the efficiency of functioning within the digital ecosystem.
