In the article, the services of intelligent transport systems in emergency situations are considered as a single functional system. The interrelation of early warning, response, evacuation, return management, and user information is shown. The logic of description «factor → goal → sub-goal → task → indicator» is proposed, which allows to structure ITS services and evaluate their role in increasing the sustainability of the transport system.
