TOOLS AND METHODS FOR THE DEVELOPMENT OF STRATEGIC PROGRAMS FOR MUNICIPAL DEVELOPMENT

Abstract (English):
to ensure the progressive socio-economic development of the region, as well as the whole country, it is necessary to ensure stable sustainable development, which is currently impossible without the effective functioning of municipalities. The current international political and economic situation has aggravated and emphasized the importance of the need to form competitive immunity of territories, which in turn is associated with the functioning of municipalities. Scientifically grounded and competent strategic management is key in this process. It is worth noting that this activity is relatively new and has not yet been sufficiently reflected in the scientific research of scientists-economists, and for most municipalities the strategy of socio-economic development has not yet seemed to be a relevant task and they do not need to develop it. At the same time, practitioners feel the lack of academic research in this direction, as many academic studies in the field of strategic development and management are overwhelmingly focused on large corporations and companies. Nowadays, strategic planning is a key task of municipal development. Defining long-term goals and ways to achieve them requires the use of specialized tools and methods. These tools help municipalities to adapt to changes, ensure sustainable development and improve the quality of life of the population. Developed strategic programs become the basis for all subsequent projects and initiatives at the municipal level. In this article we will review the main tools and methods used in the development of strategic development programs, including SWOT analysis, strategic modeling and public hearings. Special attention will be paid to the principles of integrating these approaches into the practice of municipal governance.
