The article analyzes the modern practice of state and municipal procurement. It is proved that the effectiveness of the procurement process is defined as the ratio of the result and the costs incurred, and the effectiveness assessment is based on an approved list of performance indicators (the proportion of substantiated complaints, the number of violations detected, the percentage of terminated contracts, the identified misuse of budget funds, losses from corruption offenses). It is determined that the modern public procurement system most often faces "false competition". The improvement of legislation in terms of strengthening control and transparency of procurement procedures, the implementation of a competent personnel policy in terms of acquiring skills in conducting tenders, the development of competition and support for small and medium-sized businesses, and the implementation of various methods to minimize the corruption component are proposed as areas for improving the efficiency of state and municipal procurement.
