This article analyzes the transformation of the higher education system in the context of the changing model of social partnership between the state, university, and employers. It focuses on a complex set of interrelated issues arising at the intersection of state priorities in civic identity development, labor market demands for professional competencies, and technological changes in the educational process. Based on this analysis, proposals are formulated for improving the social partnership model and enhancing the effectiveness of higher education.
