This article examines the strategic development of Russian cities using Ufa and Yekaterinburg as examples. The aim of the study is to identify logical and structural differences in approaches to strategy formulation and implementation, reflecting the specific characteristics of regional socioeconomic systems. The methodological framework includes an analysis of the two cities' official strategic documents and a comparison of their goals, priorities, project areas, resource allocation, and management mechanisms. The comparison revealed contradictions typical of Russian municipalities between the strategic setting of goals and objectives and resource constraints, broad priorities, and the dispersion of project efforts. Ufa demonstrates a more institutional and indicative approach, while Yekaterinburg favors a project-based, spatial development logic. The results allow us to clarify the concept of strategic urban development in a multi-level governance environment and demonstrate the need to align long-term goals with actual capabilities and resource bases.
