Актуальность темы исследования обусловлена возрастающей степенью необходимости решения проблемы развития регионов при программно-целевом управлении. В статье рассмотрены подходы к экономической оценке развития региона, предложено определение программно-целевого управления развитием региона. Сделаны выводы о необходимости формирования новой парадигмы управления развитием региона на основе программно-целевого управления.
