The article examines the functional role of the mass media in achieving public consensus. It analyzes the evolution of the media space, as well as the regulatory framework governing media activities and the rights of citizens of the Russian Federation in this area. In addition, the study assesses the influence of the media on public opinion and their interaction with civil society institutions. Special attention is paid to contemporary challenges and opportunities associated with technological innovations in the digital environment and the interaction between the state and civil society.
